GAADI学术成果评审委员会(Academic Achievement Review Committee)是联盟旗下负责学术成果评审认定工作的独立专业机构。委员会建立了覆盖六大学科门类的国际评审专家库,专家成员来自亚太、欧洲及北美等多个国家和地区,涵盖工程技术、医学健康、法律政策、商业管理、社会科学、教育人文六大学科方向。

所有评审专家均经过严格的资质审核与遴选程序,具备博士学位或同等学术资历,并在各自专业领域拥有丰富的研究经验与学术成果。为保障评审的独立性与公正性,专家信息采用代号制管理,不对外公开专家真实姓名与所属机构。

评审专家聘任标准

为保障学术成果评审工作的专业性、独立性与公正性,GAADI学术成果评审委员会建立了严格的评审专家聘任标准。评审专家的聘任并非基于一般性申请或名义性身份授予,而是综合考察候选人在相关学科领域内的专业资历、学术成果、研究经验、同行评价能力以及实际评审能力。

一、基本聘任条件

受聘为GAADI学术成果评审委员会评审专家的候选人,原则上应符合以下基本条件:

  1. 具有博士学位、终身教职、研究员职称、高级专业技术职称,或具备与上述资历相当的学术、科研、行业研究或专业实践经验;
  2. 长期从事工程技术、医学健康、法律政策、商业管理、社会科学、教育人文等相关领域的研究、教学、实践或专业评价工作;
  3. 在其专业方向内具有可验证的代表性成果,包括但不限于学术论文、研究课题、专著、专利、技术成果、行业报告、政策研究、教育成果、管理实践成果或其他具有专业价值的成果;
  4. 具备评价同领域或相关领域他人成果的专业判断能力,能够依据明确的评审标准,对学术成果、研究项目、论文成果、创新实践、专业报告或其他专业成果进行独立、客观、规范的评价;
  5. 具有良好的学术诚信记录和职业声誉,未存在严重学术不端、职业失信、利益冲突隐瞒或其他可能影响评审公正性的情形。

二、专业成就要求

评审专家候选人应在其专业领域内具有一定的学术积累或行业影响力。评审委员会在遴选专家时,将重点考察以下一项或多项专业成就:

  1. 在专业期刊、学术会议、行业出版物或权威平台发表过具有专业价值的论文、文章、报告或研究成果;
  2. 主持或参与过具有代表性的科研课题、行业研究、技术开发、教育研究、管理咨询、政策研究或跨学科项目;
  3. 拥有专利、软件著作权、技术成果、标准参与经历、白皮书编写经历、研究报告编审经历或其他可验证的原创性成果;
  4. 曾受邀担任论文审稿人、会议评审人、课题评审人、奖项评委、项目评审专家、行业顾问、学术委员会委员或相关专业评价角色;
  5. 曾获得与其专业领域相关的奖项、荣誉、基金支持、课题立项、媒体报道、机构推荐或同行认可;
  6. 在高校、研究机构、行业组织、专业协会、企业研发部门、公共机构或国际合作项目中担任过重要研究、教学、管理、技术或顾问角色。

三、评审能力要求

评审专家除具备专业背景外,还应具备实际开展评审工作的能力。评审委员会将重点考察候选人是否能够:

  1. 理解并适用GAADI学术成果评审委员会制定的评审标准、评审流程和质量控制要求;
  2. 针对被评成果的创新性、专业性、应用价值、学术规范、方法合理性和成果影响进行独立判断;
  3. 出具结构清晰、依据充分、结论明确的评审意见;
  4. 在评审过程中保持客观、中立,不因申请人身份、机构背景、地域来源、商业关系或个人关系影响评审判断;
  5. 遵守评审时限、保密义务、利益回避制度和双盲评审原则;
  6. 接受评审委员会对评审意见质量、评审过程规范性和利益冲突情况的复核。

四、聘任审核流程

GAADI学术成果评审委员会对评审专家实行分级审核与动态管理。评审专家聘任通常包括以下流程:

  1. 候选专家推荐或资料提交;
  2. 秘书处进行基本资历审核;
  3. 学科方向小组进行专业背景审核;
  4. 评审委员会对候选人的代表性成果、专业经历、评审经验和诚信记录进行综合评估;
  5. 对候选专家进行利益冲突与保密合规审查;
  6. 经评审委员会确认后,纳入相应学科方向的评审专家库;
  7. 根据评审项目需要,匹配专家参与具体成果评审工作;
  8. 对专家评审质量、履职情况和合规情况进行持续记录与定期复核。

五、聘任类别

根据专家的专业方向、评审经验和参与程度,评审委员会可设置以下聘任类别:

  1. 学术成果评审专家:负责对论文、课题、研究成果、学术报告等进行专业评审;
  2. 专项课题评审专家:负责对课题立项、阶段成果、结题成果进行专业评价;
  3. 跨学科评审专家:负责对涉及多个学科方向的综合性成果进行联合评审;
  4. 质量复核专家:负责对评审意见的完整性、规范性、专业性和结论合理性进行复核;
  5. 特邀评审专家:根据特定评审项目需要,临时邀请具有相关专业背景的外部专家参与评审。

六、任期与动态管理

评审专家实行任期制和动态管理机制。专家任期通常根据具体聘任类别、评审项目周期及委员会工作需要确定。任期内,评审专家应持续符合专业能力、评审质量、保密义务和利益回避要求。

如出现以下情形,评审委员会可暂停或终止专家聘任:

  1. 未能按照评审要求完成评审工作;
  2. 评审意见多次不符合质量要求;
  3. 未按规定披露利益冲突;
  4. 违反保密义务;
  5. 出现学术不端、职业失信或其他影响评审公正性的情形;
  6. 因专业方向变化、时间安排或其他原因不再适合继续承担评审工作。

七、聘任原则

GAADI学术成果评审委员会坚持以专业能力为基础、以同行认可为参考、以评审质量为核心的专家聘任原则。评审专家的聘任旨在确保每一项学术成果评审均由具备相应专业背景和判断能力的专家完成,使评审工作能够真实反映同行评价、专业判断和学术规范要求。

独立评审保障体系

评审委员会建立了完善的独立评审保障体系,确保每一项评审工作的客观性、公正性与权威性:

一、利益回避

评审专家与申请人之间不得存在师生关系、同事关系、合作关系、亲属关系或其他可能影响评审公正性的利益关联。在专家遴选环节,评审委员会将对候选专家进行利益冲突排查,如发现存在利益关联,该专家将被替换。

二、双盲原则

评审全程实行双盲制度。申请人提交的材料在送交评审专家前,将隐去所有可识别个人身份的信息;同时,申请人亦不会获知评审专家的真实身份。双盲原则从根本上消除了人情因素对评审结论的干扰。

三、评审保密

评审专家对评审过程中接触到的所有材料和信息负有严格的保密义务。评审意见及相关工作文档不得向第三方披露,评审结束后相关材料将按规定安全销毁或存档。

四、质量审核

评审委员会设有专门的质量审核小组,对每份评审意见书进行独立复核,确保评审内容的专业性、评审结论的合理性以及文件格式的规范性。不符合质量标准的评审意见将退回修改或重新评审。

五、申诉机制

申请人如对评审结论存在异议,可在收到评审结果后30个工作日内向评审委员会提出书面申诉。评审委员会将组织不同专家进行复审,并在收到申诉后20个工作日内出具复审意见。复审结论为最终结论。

Committee Overview

The GAADI Academic Achievement Review Committee is an independent professional body under the Alliance responsible for academic achievement review and recognition. The Committee has built an international review expert database covering six major disciplines, with experts from Asia-Pacific, Europe, North America, and other regions, covering engineering and technology, medicine and health, law and policy, business management, social sciences, and education and humanities as its six disciplinary directions.

All review experts undergo strict qualification review and selection procedures, hold doctoral degrees or equivalent academic credentials, and have extensive research experience and academic achievements in their fields. To protect review independence and fairness, expert information is managed by code and real names and institutional affiliations are not publicly disclosed.

Standards for Appointing Review Experts

To ensure the professionalism, independence, and fairness of academic achievement review work, the GAADI Academic Achievement Review Committee has established strict standards for appointing review experts. Appointment as a review expert is not based on a general application or nominal title, but on a comprehensive assessment of the candidate's professional qualifications, academic achievements, research experience, peer evaluation capability, and practical review ability within the relevant discipline.

1. Basic Appointment Requirements

Candidates appointed as review experts of the GAADI Academic Achievement Review Committee should, in principle, meet the following basic requirements:

  1. Hold a doctoral degree, tenure-track or tenured academic appointment, researcher title, senior professional technical title, or possess academic, research, industry research, or professional practice experience equivalent to the above qualifications;
  2. Have long-term involvement in research, teaching, practice, or professional evaluation work in fields such as engineering and technology, medicine and health, law and policy, business management, social sciences, education and humanities;
  3. Have verifiable representative achievements within their professional direction, including but not limited to academic papers, research projects, monographs, patents, technical achievements, industry reports, policy research, educational achievements, management practice achievements, or other professionally valuable outcomes;
  4. Have the professional judgment required to evaluate the achievements of others in the same or related fields, and be able to independently, objectively, and systematically assess academic achievements, research projects, papers, innovative practices, professional reports, or other professional outcomes according to clear review standards;
  5. Have a sound record of academic integrity and professional reputation, with no serious academic misconduct, professional dishonesty, concealed conflicts of interest, or other circumstances that may affect review fairness.

2. Professional Achievement Requirements

Review expert candidates should have a certain level of academic accumulation or industry influence in their professional fields. When selecting experts, the Review Committee focuses on one or more of the following professional achievements:

  1. Publication of professionally valuable papers, articles, reports, or research outcomes in professional journals, academic conferences, industry publications, or authoritative platforms;
  2. Leadership of or participation in representative research projects, industry studies, technology development, educational research, management consulting, policy research, or interdisciplinary projects;
  3. Ownership of patents, software copyrights, technical achievements, standards participation experience, white paper drafting experience, research report review or editing experience, or other verifiable original achievements;
  4. Prior invitation to serve as a paper reviewer, conference reviewer, project reviewer, award judge, project evaluation expert, industry consultant, academic committee member, or in a related professional evaluation role;
  5. Receipt of awards, honors, grant support, project approvals, media coverage, institutional recommendations, or peer recognition related to their professional field;
  6. Service in important research, teaching, management, technical, or advisory roles at universities, research institutions, industry organizations, professional associations, corporate R&D departments, public institutions, or international cooperation projects.

3. Review Capability Requirements

In addition to a professional background, review experts should have the practical ability to carry out review work. The Review Committee focuses on whether candidates can:

  1. Understand and apply the review standards, review procedures, and quality control requirements established by the GAADI Academic Achievement Review Committee;
  2. Make independent judgments on the innovation, professionalism, application value, academic norms, methodological soundness, and impact of the achievements under review;
  3. Issue review opinions with clear structure, sufficient basis, and definite conclusions;
  4. Remain objective and neutral during the review process, without allowing applicant identity, institutional background, geographic origin, commercial relationship, or personal relationship to affect review judgment;
  5. Comply with review deadlines, confidentiality obligations, conflict-of-interest recusal rules, and double-blind review principles;
  6. Accept the Review Committee's rechecks of review opinion quality, review process compliance, and conflicts of interest.

4. Appointment Review Process

The GAADI Academic Achievement Review Committee applies tiered review and dynamic management to review experts. Appointment of review experts usually includes the following process:

  1. Recommendation of candidate experts or submission of candidate materials;
  2. Basic qualification review by the Secretariat;
  3. Professional background review by the disciplinary direction group;
  4. Comprehensive assessment by the Review Committee of the candidate's representative achievements, professional experience, review experience, and integrity record;
  5. Conflict-of-interest and confidentiality compliance review of candidate experts;
  6. After confirmation by the Review Committee, inclusion in the review expert database for the corresponding disciplinary direction;
  7. Matching experts to specific achievement review work according to the needs of review projects;
  8. Continuous recording and regular rechecking of expert review quality, performance, and compliance.

5. Appointment Categories

Based on experts' professional directions, review experience, and level of participation, the Review Committee may set the following appointment categories:

  1. Academic Achievement Review Expert: responsible for professional review of papers, projects, research achievements, academic reports, and related outcomes;
  2. Special Research Project Review Expert: responsible for professional evaluation of project approval, interim outcomes, and final outcomes;
  3. Interdisciplinary Review Expert: responsible for joint review of comprehensive achievements involving multiple disciplinary directions;
  4. Quality Recheck Expert: responsible for rechecking the completeness, standardization, professionalism, and reasonableness of review opinions and conclusions;
  5. Invited Review Expert: an external expert with relevant professional background temporarily invited to participate in review according to the needs of a specific review project.

6. Term and Dynamic Management

Review experts are subject to term-based appointment and dynamic management. The expert term is usually determined according to the specific appointment category, review project cycle, and Committee work needs. During the term, review experts should continuously meet requirements for professional capability, review quality, confidentiality obligations, and conflict-of-interest recusal.

If any of the following circumstances occur, the Review Committee may suspend or terminate the expert appointment:

  1. Failure to complete review work according to review requirements;
  2. Repeated failure of review opinions to meet quality requirements;
  3. Failure to disclose conflicts of interest as required;
  4. Violation of confidentiality obligations;
  5. Academic misconduct, professional dishonesty, or other circumstances affecting review fairness;
  6. No longer being suitable to continue review work due to changes in professional direction, time availability, or other reasons.

7. Appointment Principles

The GAADI Academic Achievement Review Committee follows expert appointment principles based on professional capability, informed by peer recognition, and centered on review quality. The purpose of appointing review experts is to ensure that every academic achievement review is completed by experts with the corresponding professional background and judgment capability, so that the review work can truly reflect peer evaluation, professional judgment, and academic standards.

Independent Review Safeguard System

The Review Committee has established a complete independent review safeguard system to ensure objectivity, fairness, and authority in every review:

1. Conflict-of-Interest Recusal

Review experts and applicants must not have teacher-student, colleague, cooperation, family, or other relationships that may affect review fairness. During expert selection, the Review Committee screens candidate experts for conflicts of interest; if a conflict is found, the expert is replaced.

2. Double-Blind Principle

The entire review follows a double-blind system. Before submitted materials are sent to review experts, all personally identifiable information is removed; applicants also do not learn the experts' real identities. The double-blind principle fundamentally removes personal influence from review conclusions.

3. Review Confidentiality

Review experts have strict confidentiality obligations for all materials and information accessed during review. Review opinions and related work documents must not be disclosed to third parties, and related materials are securely destroyed or archived according to regulations after review.

4. Quality Review

The Review Committee has a dedicated quality review team that independently rechecks each review opinion letter to ensure professional content, reasonable conclusions, and standardized document format. Opinions that do not meet quality standards are returned for revision or re-review.

5. Appeal Mechanism

If applicants disagree with a review conclusion, they may submit a written appeal to the Review Committee within 30 business days after receiving the result. The Committee will organize different experts for re-review and issue a re-review opinion within 20 business days after receiving the appeal. The re-review conclusion is final.
