人工智能正在加快进入高等教育的教学、学习、科研与院校管理环节。联合国教科文组织于2026年5月发布相关资讯,指出高校在探索人工智能应用时,不仅需要关注工具能力,也需要同步建设清晰的制度、师资能力和伦理治理机制。

相关区域政策对话于5月20日在加德满都举行,由联合国教科文组织加德满都办事处、特里布万大学、亚洲开发银行和联合国教科文组织高等教育创新中心等共同组织。讨论涉及政策准备、教师专业发展、数字基础设施、生成式人工智能影响以及高校与产业协作等议题。

公开资料特别强调数字包容与性别平等的重要性。不同地区在基础设施、教师人工智能素养和政策体系方面仍存在差异,如果缺少审慎治理,技术应用可能进一步放大原有教育差距。

对高校和研究机构而言,人工智能应用需要从单一工具试用转向有目标、有边界、可评估的制度化实践,让技术真正服务于教学质量、科研能力和公平可及的教育环境。

Artificial intelligence is becoming increasingly embedded in teaching, learning, research, and institutional management in higher education. In information published in May 2026, UNESCO stressed that institutions need to address governance, faculty capacity, and ethical safeguards alongside the capabilities of new tools.

A regional policy dialogue was held in Kathmandu on 20 May. It was jointly organized by UNESCO Kathmandu, Tribhuvan University, the Asian Development Bank, and the UNESCO International Centre for Higher Education Innovation. Discussions covered policy readiness, professional development for educators, digital infrastructure, the implications of generative AI, and collaboration between higher education and industry.

The published material also emphasized digital inclusion and gender equality. Differences in infrastructure, AI literacy among educators, and policy readiness can widen existing educational gaps unless integration is approached carefully and responsibly.

For universities and research institutions, the central task is to move from isolated experimentation toward purposeful, bounded, and assessable institutional practice so that AI supports educational quality, research capacity, and equitable access.
