工业和信息化部于2026年6月印发《“人工智能+信息通信”创新发展实施意见（2026—2028年）》，提出推动人工智能与信息通信融合创新发展，提升行业智能运营和服务能力，并进一步夯实网络、算力等基础设施对人工智能发展的支撑作用。
实施意见提出，到2028年初步形成融合互促的创新发展格局，形成30个以上高价值典型场景，并提升城域算力低时延服务覆盖能力。相关部署覆盖智能网络、智能服务、智能终端、工业互联网和行业智能体等多个方向。
在技术层面，文件关注5G-A/6G、新一代光网络、“IPv6+”和工业互联网与人工智能的融合，提出开展人工智能驱动的新型网络架构研究，并推进网络自智、智能体互联网、天基计算网络等关键技术探索。
实施意见同时强调安全可靠和智能普惠。对科研机构、技术企业和行业组织而言，未来几年的重点将不仅是模型能力提升，也包括基础设施协同、场景落地、标准建设和安全治理。

In June 2026, the Ministry of Industry and Information Technology of China issued the Action Plan for Innovative Development of AI and Information Communications (2026-2028). The plan promotes closer integration between artificial intelligence and the information and communications sector, while strengthening intelligent operations, services, networks, and computing infrastructure.
By 2028, the plan aims to establish an initial innovation ecosystem in which AI and information communications reinforce each other, develop more than 30 high-value application scenarios, and expand access to low-latency metropolitan computing services. The measures cover intelligent networks, services, terminals, industrial internet applications, and industry-specific agents.
Technical priorities include the integration of AI with 5G-Advanced and 6G, next-generation optical networks, IPv6 Plus, and the industrial internet.
