本文件为提升加强家庭家教家风建设，提高未成年人网络素养，为监护人和未成年人在使用移动智能终端时，掌握网络使用、网络保护功能等，加强对未成年人的教育、示范、引导、监督等能力。智能终端包括移动智能终端、车载智能终端、智能电视、可穿戴设备等。
This document aims to strengthen family education and family culture, improve minors' online literacy, and help guardians and minors understand network use and protection functions when using mobile smart terminals, thereby improving education, demonstration, guidance, and supervision. Smart terminals include mobile smart terminals, in-vehicle smart terminals, smart TVs, wearable devices, and similar devices.
