联合国教科文组织国际职业技术教育与培训中心于2026年7月发布职业教育机构人工智能应用实践指南，为职业技术教育与培训机构提供机构层面的规划参考。
指南认为，人工智能正在改变工作任务和技能需求，教育机构既要帮助学习者掌握相关能力，也需要对自身在教学和管理中的人工智能使用作出审慎决策。应用目标应始终围绕教育质量、人的主体性、公平和安全。
指南提出的机构级框架覆盖人工智能治理、专业与课程开发、教学实施、学习评价、师生能力建设、安全关键职业中的应用、创新创业以及监测评估等方面。其重点是把分散的工具尝试纳入可管理、可评估的整体机制。
对于职业教育机构和专业培训组织而言，人工智能能力建设不只是增加一门技术课程，还需要同步调整教师发展、课程标准、评价方法和数据治理安排。

In July 2026, the UNESCO International Centre for Technical and Vocational Education and Training published a practical guide to help TVET institutions plan the integration of artificial intelligence at the institutional level.
The guide recognizes that AI is changing occupational tasks and skill requirements. Institutions need to prepare learners with relevant competencies while making informed decisions about their own use of AI in teaching and management. Educational purpose, human agency, equity, and safety should remain central.
The proposed institution-wide framework covers AI governance, programme and curriculum development, teaching and training delivery, assessment, competency development, use in safety-critical occupations, innovation and entrepreneurship, and monitoring and evaluation. Its purpose is to bring isolated experiments into a coherent and assessable system.
For vocational institutions and professional training organizations, building AI capability involves more than adding a technical course. It also requires coordinated development of educators, curricula, assessment methods, and data governance.
