2026年4月18日，由全球学术发展与创新联盟主办的2026 教育数字化转型与学校管理创新研讨会在中国湖南省长沙市举行。教育管理专家、洪江市华清高级中学校董孙梦苓应邀出席，并发表题为《从经验管理到数据驱动——学校管理评价的四个支点》的主题演讲。
孙梦苓在演讲中提出，学校管理正在经历从经验驱动向数据驱动的转型，并系统阐述了四个支点：把管理问题翻译成可评价的指标；建设数据底座并让教育资源持续沉淀；让评价模型辅助决策而非替代决策；人的能力与制度配套同步生长。她结合其登记成果《基于深度信念网络的高中教育管理模式评价研究》的验证结论指出，评价模型与专家实际评价高度一致，可以让学校管理评价以更高频率、更低成本进行，但最终决策仍应由管理者作出，"数据驱动不是数据专政"。
孙梦苓长期从事高中教育管理工作，主持完成中央电化教育馆"十四五"全国教育技术研究规划重点课题并获科研成果壹等奖，其两项原创成果经中国版权保护中心登记，并在国家备案期刊发表教育管理研究论文。
全球学术发展与创新联盟秘书处在会后表示，孙梦苓的演讲把学校管理评价从理念层面推进到了可操作层面，其提出的指标拆解与模型辅助决策路径，对与会的中小学管理者具有直接的参考价值。
与会代表围绕学校管理评价指标体系、教育数据治理等议题与孙梦苓进行了交流。
On April 18, 2026, the 2026 Symposium on Digital Transformation in Education and Innovation in School Management, hosted by the Global Alliance for Academic Development and Innovation, was held in Changsha City, Hunan Province, China. Sun Mengling, education management expert and School Director of Hongjiang Huaqing Senior High School, attended the event upon invitation and delivered a keynote speech titled From Experience-Based Management to Data-Driven Governance — Four Pillars of School Management Evaluation.
In her speech, Sun Mengling stated that school management is undergoing a shift from experience-driven to data-driven operation. She systematically elaborated on the four pillars: translating management challenges into evaluable indicators; building a data foundation to sustain the accumulation of educational resources; enabling evaluation models to support rather than replace decision-making; and synchronously advancing personnel capacity and institutional improvement. Citing verification findings from her registered work Research on the Evaluation of Senior High School Education Management Modes Based on Deep Belief Networks, she pointed out that the evaluation model achieves high consistency with expert on-site assessment. It enables school management evaluation to be conducted at higher frequency and lower cost, yet final decisions should remain in the hands of administrators. “Data-driven governance is not data authoritarianism,” she remarked.
Sun Mengling has long been engaged in senior high school education management. She presided over and completed a key research project under the 14th Five-Year National Education Technology Research Program initiated by the National Center for Educational Technology (NCET), which won the First Prize for Scientific Research Achievements. Two of her original works have been registered with the Copyright Protection Center of China (CPCC), and she has published research papers on education management in state-filed academic journals.
The Secretariat of the Global Alliance for Academic Development and Innovation commented after the seminar that Sun Mengling’s speech advanced school management evaluation from conceptual discussion to operable practice. The indicator decomposition and model-assisted decision-making framework she proposed offers direct reference value for primary and secondary school administrators present at the conference.
